Hello fastpitch world. On this dreary, rainy Wisconsin evening I have some dark news to share with you. The Circle Tap Fastpitch organization has decided to cease operations.

First, I want to truely thank Darren Derricks for his 15 years of sponsorship of this organization. Circle Tap Fastpitch was born in 1994. In 1996 Circle Tap earned it’s first berth to the coveted ISC World tournament and shocked the world putting up a 6-2 mark and a 7th place finish behind the pitching of Hayden Smith and Terry Downes.

The Tappers top finishes were in 2004 and 2005 when we placed 4th and 3rd in the World respectively. Those teams were loaded with talent and will always hold a special place in my heart, who knows what could have been if we could have kept it together. In all we had six top 10 finishes.

In the ASA National Tournaments we fared pretty well in recent years as well. 2003 Runner-up, 2004 3rd place, before winning it all in 2006. Darren’s generosity over the years allowed us to travel the country with competitive teams and have a whole lot of fun. The loyalty to the local players was tremendous. That’s not to take anything away from all of the
out of area players that played for CT over the years. We were lucky enough to have played with some of the most talented players from around the US, Canada, and beyond. The CT team was run just a little bit different than all the others and I think that is what made it special. The game of fastpitch opens the door to meet a lot of different types of people from a lot of different cultures. Everyone might not always see eye to eye on the field but at the end of the day it’s the passion for
this little known game of fastpitch softball that creates an energy that can’t be matched.

I want to thank everyone who has ever worn a CT uniform, as well as all of the umpires, fans, and competitors as well as the many sponsors that chipped in here and there. It’s been a helluva fun ride both on and off the field and I’m sad to see it go but all good things must come to an end. So many memories come flooding back as I write this but there just isn’t enough time.

On a couple of side notes, the Boys of Summer will continue, I can be contacted for information. The tournament is an icon of open level fastpitch today and exploits the competition that drives teams during the regular season.

Also, if there are teams out there that need contact info for any of our players, feel free to contact me and I can get you that information if they want me to release it.

Thank You all, and maybe I’ll see you at a ball park next year.

While rumors of the demise of Circle Tap had been swirling since the end of the World Tournament last month, it is always hard to see a team of this caliber disappear from the landscape. We wish Dean Kane, Derrin Derricks and all of the folks at Circle Tap the best in their future endeavors. Circle Tap has been a mainstay of ISC Fastpitch for more than a decade, with many of the games best players wearing their uniform over the years. They will be missed, but I am happy to see the tradition at Boys of Summer continue. By all reports, it is one of the most popular among the players, no doubt because of the hospitality enjoyed at their park.

Dean aka zakkflash has been one of the more frequent posters to Al’s Fastball, something we hope continues in the future.

ISC PRAWN Clarification

A situation recently developed requiring the ISC Executive Committee to approve a slight change in our PRAWN restrictions.

PRAWN restrictions are shown on page 146 of the 2008 ISC World Championship Guide and on the ISC web site www.iscfastpitch.com There is a front page link to the PRAWN Restrictions document.

The change involves the scenario when a team loses its only PRAWN pitcher and whether or not they can replace the pitcher with another PRAWN pitcher even if their total PRAWN count is at 6 or higher. Our previous wording was contradictory where one paragraph allowed it and a subsequent paragraph disallowed it.

By unanimous approval of the Executive Committee, the PRAWN replacement may be made in this type of situation. This change also expresses the original intent of the rule when it was first developed by the ISC Player Rep Committee.

The new wording states: No team may add a PRAWN to their roster until their total PRAWN count falls below 6 except when a team loses its only PRAWN pitcher they may add a replacement PRAWN pitcher, regardless of their total PRAWN count.

This wording change now appears on our web site and will be incoporated into the PRAWN rule when the 2009 Guide is published in the spring.

Recently, there have been some inaccurate newspaper articles written and posted on various web sites about the ISC tournaments in both 2009 and 2010. The following will hopefully set the record straight with correct and current information.

2009 in Quad Cities – In September 2007, I traveled to Quad Cities for site inspections of venues and meetings with CVB and Sports Commission people about Quad Cities hosting our tournaments in 2009. It was a successful trip and the contract for Quad Cities to host us in 2009 was signed in October 2007,

The preferred venue was Green Valley Sports Complex in Moline because it had two, 4-diamond complexes and I was told all 8-diamonds were capable of holding men’s fastball tournaments. On this basis, we decided ISC II would be played at one complex, using all 4-diamonds and the World Tournament would be played in the other complex, using 2 of the 4-diamonds.

In spring of 2008, I was informed that 2 of the 4-diamonds in the ISC II complex had outfield fence distances of only 200 feet, too short for men’s fastball. I was scheduled to fly to Quad Cities last June after visiting Kimberly but my flight to Quad Cities was cancelled due to weather and I had to fly directly back to SLC, missing Quad Cities and scheduled meetings altogether.

Last week, ISC II VP Jim Williamson and I traveled to Quad Cities for further site inspections, checking on venue options, being involved in a media event and being a part of our regular “host checklist” meetings with their tournament committee heads and Sports Commission. The trip also included meetings with personnel from both headquarter hotels and the awards vendor. All in all it was a successful and productive trip for all concerned.

Jim and I, along with attending Wayne Fisher, Pat Sullivan, Bret and Gary Baughman and Quad City Host Team manager, Steve Kaiser and ISC Player Rep Sean Marten, that trying to use 4-diamonds in the original World Tournament complex would be both dangerous to spectators and players and create a very unworkable atmosphere in the one-room pressbox. We estimated at various times the one-room press box would have to hold upwards of 30-people and have two Internet streaming broadcasts taking place simultaneously.

We visited Campbell Complex in Rock Island as a potential ISC II ToC site and agreed it had all the services and amenities we required. It is a nice 4-diamond complex with a tower in the middle for press box on the upper level and concession stand and rest rooms on the lower level. The fields appeared in excellent condition and the Rock Island Parks & Rec Dept would install temporary outfield fences at 250′. The Internet access issue is currently being researched but the Rock Island City IT manager was present at our meeting and felt it would not be a problem to guarantee us the Internet specifications we requested.

With full understanding and approval of Joe Taylor, President and CEO of the Quad Cities CVB and Sports Commission, we submitted a formal request to change the ISC II venue to Campbell Complex in Rock Island. That request will be discussed in lenght this week at a regularly scheduled Sports Commission meeting. If they approve the request, they will also outline to us changes they feel they need in the original contract and some of these requested changes are likely to be financial in nature.

Upon receiving their approval and requested contract changes, it will be turned over to the ISC Executive Committee to discuss and hopefully, approve.

So while we have in fact requested a venue change for ISC II, it is not yet a done deal.

2010 Bidder – Midland, MI – It was reported recently that Midland, MI would be the host for our 2010 ISC Championship tournaments. This is in error. We are definitely working with Midland to agree to be our 2010 host but it too is not a done deal. In fact, the Midland group is making a sponsorship presentation this week for a title sponsor.

We should know within 30-days, the status of Midland being our 2010 host.

ISC II tournament might play games at Campbell Complex

Editor’s notes: The article below appeared in the Quad City newspaper last Thursday, but requires a correct and clarification.

A move of the ISC II Tournament of Champions to nearby Rock Island, it is not a done deal. If the proposal is made to move the ISC II to that complex, the tournament host, the Quad Cities Sports Commission would have to approve it, and then the revised contract would have to be reviewed and voted on by the ISC Executive Committee.

Additionally, the article states that Midland, Michigan will host the ISC World Tournament in 2010. While they are in discussions with the ISC to host the 2010 tournament, the decision as to who will host in 2010 remains to be made.

There could be one change when the International Softball Congress, or ISC Men’s World Fastball Tournament comes to the Quad-Cities in 2009.

The event, which is expected to generate $11 million in revenue, is scheduled to be played at Green Valley Complex in Moline.

But a proposal under consideration is that the ISC II Men’s Fastball Tournament of Champions — a separate tournament governed by the same body as the World Tournament — would be held at the Campbell Complex in Rock Island. Tournament officials want the split between the two complexes for safety reasons and press box room.

“Using a baseball analogy, ISC is Major League Baseball and ISC II is Triple-A, so it’s just a competitive notch below. If we would use all four diamonds at Green Valley, and that was the plan they had given us, two would be for the world tournament and two of them would be for ISC II. Men’s fastpitch softball is played by strong, talented athletes who throw the ball hard, pitch the ball hard, and swing the bat hard. And they hit long foul balls and they hit a lot of foul balls,” Ken Hackmeister, executive director of ISC, said.

Fans at Green Valley would be sitting with their backs to the other fields and would not be able to see foul balls from other diamonds. According to Hackmeister, a foul ball at Green Valley could land in the middle of a neighboring diamond.

Even though the tournament was held in Rock Island in the 1960s and ’70s, the Quad-Cities is being treated like a first-time host. The host team for the tournament will be the Quad-City Sox, an ISC world team.

“I think everybody on the Quad-City Sox is really excited about it. No. 1, we haven’t had a tournament here since 1968 or ’69, but our goal is to put the best team on the field and try to win a world championship,” Sox coach Steve Kaiser said.

Other cities under consideration to host the event were Midland, Mich., and Eau Claire, Wis.

“We know that there is a history and tradition that our sport is known here and we are hoping to capitalize on that history,” Hackmeister said.

The Quad-Cities will host in 2009 and has an option for 2011. They must accept or reject that option by Jan. 1. Midland will host the event in 2010.

“We typically award one tournament at a time, two years in advance. However, in this case, they asked for an option for 2011, and we gave it to them,” Hackmeister said. “It’s basically a flat bid, then we have requirements on fields, on number of hotel rooms, certain obligations that the hosts have to provide. They met all those requirements for the ’09 contract, so it’s safe to assume that if they choose to accept the option they will meet those requirements for 2011,” Hackmeister said.

The Quad-City Convention and Visitors Bureau helped bring the tournament to the Quad-Cities and expects it to do well.

“It’s an $11 million estimated economic impact if we draw the crowds we drew in the 1960’s,” Lynn Hunt, vice president of sales for the Quad-City Convention and Visitors Bureau, said. “The teams are coming from all over the nation and the world. We could have the Bahamas playing here, we’ll have Canadian teams playing, U.S. teams, for a nine-day period.”

A discussion lasting nearly three years finally ended with good news on Wednesday.

Quad Cities will once again host a high-profile softball tournament.

The International Softball Congress announced during a press conference at the Isle of Capri Casino Hotel in Bettendorf that the Quad Cities will host the Men’s World Fastball Tournament and the ISC II Tournament of Champions in August.

The World Tournament will be held at the Greenvalley Complex in Moline, while the ISC Tournament will compete at the Campbell Complex in Rock Island.

“We know that there’s a history, a tradition, a following that our sport has known here and we’re hoping to capitalize on that history,” said ISC Executive Director Ken Hackmeister.

Rock Island hosted the ISC World Tournament a record 10 times in a 13-year span between 1961 and 1973.

“We knew we had the fan base and people interested in it,” QCCVB Vice President Lynn Hunt said. “We saw it as an opportunity to bring an adult sporting event that would cause a fabulous economic impact. We really thought the community support it with there connection. We thought it was a natural fit.”

The contract, which was signed last October, stipulates that the Quad Cities will host the 2009 tournament and will have an option to host again in 2011. The option must be exercised before Jan. 1, 2009, Hackmeister said.

“If they’re not going to hold in 2011, we’ve got to use the 2009 tournament to solicit other bidders,” he said. “In a way it puts them in a disadvantage. But on the other hand, we don’t want to put ourselves in a disadvantage.”

Hunt said the QCCVB started the bidding process in 2005 “just to find out exactly what it would take to bring the event here.” The committee toured the 2007 and 2008 tournaments – which were held in Kitchener, Ontario, and Kimberly, Wisc., respectively — to “get a good idea of what was expected,” she said.

Hackmeister said the Quad Cities’ bid was appealing because “they were a CVB-operating committee” and had “a history” of hosting this event.

“We know the fans support it,” he said. “We’ve got a lot of ex-players living in this area and we just felt like it was an ideal location.”

Hackmeister said the World Tournament would use two fields of the four fields at Greenvalley and the ISC World Tournament will utilize all four fields at Campbell.

The two tournaments were originally going to be played simultaneously at Greenvalley, but the ISC recommended that the two be separated for fan and player safety, according to Hackmeister.

Hackmeister said Midland, Mich., Eau Claire, Wisc., Allentown, Pa., and Mankato, Minn., all placed bids to host the 2009 tournament.

The tournament will mark the second straight summer the Quad Cities have hosted a national tournament. In August, the USA/ASA Girls’ Class A 18-Under Fast Pitch Tournament was held at Greenvalley.

Hunt said the QCCVB made that a huge selling point.

“I think it gave confidence to the ISC that we’ve hosted the ASA and other large events,” she said. “They know that we have the people, the infrastructure to support it and the volunteers. I think it gave them the confidence to say, ‘Yeah, the Quad Cities can host it.’”

Not to mention a 6th place finish among 32 teams by the So Cal Bombers in the toughest division of them all, the ISC World Tournament. Did I miss anyone?

Masters are next, September 20-21, 2008 at Carson City. Who’s next to join the group above?

And while we’re plugging California’s finest, did I mention that Santa Barbara’s Mark Bennett tossed a perfect game against multiple-National champions New Image, Wisconsin in the ASA “A” Nationals?

Quad Cities to Host 2009 ISC

The Quad Cities of western Illinois and eastern Iowa, will be the hosts for the 2009 ISC World Tournament (August 14 – 22) and ISC II Tournament of Champions (August 19 – 22).

Situated along the banks of the Mississippi River, the Quad Cities are comprised of Davenport and Bettendorf, IA and Moline/East Moline and Rock Island, IL. Combined, they have a population of approximately 400,000 and have excellent access by Interstate highways, I-80, I-74, I-88 and the I-280 belt route encompassing all the communities. Moline has a world class airport with excellent direct service to many cities. Approximate driving time to Quad Cities from some selected cities; Chicago – 3 hours, St. Louis – 4 hours, Des Moines – 3 hours, Rockford, IL – 2 hours and Madison, WI – 3 hours.

For both Quad Cities residents and the ISC, returning to Quad Cities will be nostalgic for many as Rock Island, IL hosted the ISC World Tournament a then record 10 times, from 1961 to 1969 and again in 1973. All the tournaments were played in Rock Island’s Douglas Park.
The ISC has been working with Quad Cities Convention & Visitors Bureau and Sports Commission since October 2006 and in Kitchener this year, Quad Cities had two representatives attend the 2007 World Tournament in its entirety. Lynn Hunt, CVB Vice President and Milt Hand, Moline Parks & Recreation Director were each in Kitchener for half the tournament, Lynn for the first half and Milt for the second half.

For the first time, the two 2009 tournaments may be played in the same venue. Moline’s Green Valley Complex boasts two separate 4-diamond facilities with 6 of the 8 diamonds capable of playing men’s fastball. The venue has excellent parking and seating capability. The primary 4-diamond facility has a large, well appointed press box and the diamond separations provide ample space for auxiliary seating. They have hosted previous national championships in girls’ classifications and have the infrastructure of volunteers to accommodate the ISC.

The agreement contract also extends a 2011 hosting option to Quad Cities. They must exercise their option by February 2009. Otherwise, the ISC will seek other bidders for 2011 who will present their bids in Quad Cities in August 2009.

The agreement to have Quad Cities host us in 2009 was just recently reached so at this time, tournament directors nor headquarters hotels have been determined. This information will be released in the near future.

On November 19, 2008 a media conference was held in Quad Cities to formally announce to their local media that the International Softball Congress is returning to their area in 2009.

From an ISC standpoint, we want to extend a special thanks to Joe Taylor, President/CEO of Quad Cities CVB and Sports Commission, Lynn Hunt(CVB Vice President) and Milt Hand (Moline Parks and Recreation Director). In addition, our thanks to ISC people who have been directly involved in meetings and discussions over the past year; Larry Koberg of nearby Walcott, IA who has served as tournament director for over 20 Iowa ISC Area Tournaments, Pat Sullivan, ISC Regional Commissioner from Dubuque, IA, Wayne Fisher, ISC Developmental Vice President from Iowa City, IA and Eric Wernke, coach of the Quad City Sox team, from Bettendorf, IA. Without the cooperation and involvement of all these people, this agreement would likely have not happened.

Summary of ISC Changes for 2009

At the recent ISC Board of Directors meeting in Kimberly, the following changes were approved for implementation in 2009. They appear below in no particular order of importance.

1. ISC II Player Reclassification Request Deadline – Appeals to have current World Tournament players reclassified for ISC II eligibility, must be submitted no later than June 1. See new process for requesting reclassification below.

2. Reclassification and Appeal Form Created – A new form and process for reclassifications and appeals has been created and is now displayed on the ISC Web Site www.iscfastpitch.com Click on Rules & Forms link in the left margin of front page.

A. The initial team request or appeal must be sent to the Regional Vice President.

Decision to be made within 5-business days.

B. Player reclassification requests from teams, denied at the Regional level, may be appealed to the ISC II Reclassification Committee jrwilliamson@foodfacility.com and blairjs@rogers.com and a decision will be made within 5-business days.

C. Player reclassification requests denied by the ISC II Reclassification Committee and all other appeals denied at the Regional level, may be appealed to the ISC Executive Committee by submitting the appeal form and a non-refundable $100 credit card fee and sending it to the ISC Executive

Director. Decision to be made within 5-business days.

D. Appeal decisions made by the ISC Executive Committee are final.

3. PRAWN Age Factor – If a non-PRAWN player makes an ISC All-World team in or after the calendar year of his 45th birthday, that player will be considered a PRAWN for only one year. PRAWN players who have made or make an ISC All-World team in the calendar year of their 41st through 44th birthday may request to be excluded from the PRAWN list in the calendar year of their 46th birthday by providing proof of age to the ISC Executive Director by May 1.

The changed PRAWN rules are shown on the ISC Web Site (Rules & Forms) and the 2009 PRAWN list is also on the web site (Tournaments link and scroll down to the bottom of the page).

4. ISC II Move-up Berths – Beginning with 2009 ISC II Tournament of Champions, the top two finishing teams will be provided automatic berths in the following year’s ISC World Tournament (2010), and will not be eligible for ISC II qualifiers or the Tournament of Champions in that following year.

5. Mexico and Caribbean Return to US Regions – For 2009 ISC play, residents of Mexico and Caribbean countries will be attached to US Regions as they were in the 2007 season. Mexico is divided between US West and US Central while all Caribbean countries become part of US East. The revised Regional Definitions will appear on the ISC Web Site and in the 2009 ISC World Championship Guide.

6. South American Player Rep – Due to the number of South American players, now participating in ISC and ISC II play, a South American Player Rep will be named to serve on the ISC Player Rep Committee.

7. Out of Region Form Discontinued – The Out of Region – Player Letter of Intent Form will be eliminated beginning in 2009. The new process involves having the Out of Region player, send an email commitment to the ISC Executive Director no later than May 1. The team manager is to be copied on the email. On or before May 1, the team manager completes the Out of Region Team Recap Form and mails it to the ISC Executive Director with the appropriate fee. The Team Recap form will be displayed on the ISC Web Site (Rules & Forms link).

Sample email commitment from player is simply: “I intend to play the 2009 ISC season with (team name)”. Most player email addresses contain the players name so few if any problems are expected with this new, simplified process.

PRAWN Restrictions

A PRAWN (Player Rep All World Name) list will be maintained by the ISC containing each name of the two all-world teams for the most recent 5 years, including MV Player and Outstanding Pitcher. The PRAWN list will be released on Al’s list by August 30 each year and posted on the ISC web site as soon as possible.

Each team will be limited to 6 players (combination of pitchers and position players), plus exceptions (see below) that have been named All World in the last 5 years – only one of which may be a pitcher. Teams are still limited to 2 OOA pitchers for the season. All teams must name their PRAWNs to the Executive Director by May 1 each year.
