International Softball Congress Rescinds Pitcher List; Announces
Modification of World Tournament Entry Fees and Format; and Other Changes
for 2005 Season
I.S.C. President Dick Mason has announced a series of decisions recently
approved by the Board of Directors of the organization. These decisions
will affect all I.S.C. play during the 2005 season.
** Pitcher List Decision Rescinded - - - After having been passed by the
ISC Board of Directors, additional valid information and issues were
brought to the attention of the organization. When this new information
was given full analysis and careful thought, it was apparent that the
Pitcher List concept would not accomplish its desired results. Both the
Executive Committee and the Player Representative Committee recommended
rescinding the previously passed motion. The Board of Directors re-voted
to rescind the Pitcher List and use 2004 rules in the 2005 season.
President Mason emphasized that: There is no real fault here other than
the Player Rep Committee simply did not have ample time in Fargo to fully
consider all aspects of the proposed rule. Mason also noted that, The
Pitcher List concept, along with at least two other recommendations, will
be fully evaluated by a committee during the upcoming fall and winter months.
** World Tournament Format - - - The ISC World Tournament format will
change in 2005. The top 10 teams from the final team rankings will all be
placed in Pools A & B with all 10 teams being assured a berth in the new
24-team single elimination playoff bracket. The top finisher in Pools A
and B will receive a first round bye in the playoffs. Teams ranked 11th
through 16th will be seeded in Pools C through H. Each of these pools will
send their top two teams to the championship playoff bracket with the top
finisher in each receiving a first round bye in the playoffs. In addition,
two wild-card berths will be granted to the top two 3rd-place pool
finishers in Pools C H. The tiebreaker rule will be used to select two
of the six 3rd-place teams.
** World Tournament Entry Fees - - - Beginning in 2005, team entry fees for
the ISC World Tournament will be increased to $300 for Area and Travel
League Champions and to $350 for any invited teams including the Defending
Champions and the Host Team. It is felt that this increase in fees
parallels the entry fee levels for major invitational tournaments offering
the same number of guaranteed games as the ISC.
Note: This increase in entry fees DOES NOT affect fees for the ISC
II Tournament of Champions.
** Invited Teams - - - All teams given an invitation to play in the ISC
World Tournament or the ISC II Tournament of Champions MUST have played
in an official ISC Area Tournament or ISC Travel League during the current
season. This rule WILL NOT apply to any International berths, the Host
Team, or the Defending Champion.
** Safety Bag at First Base - - - The double bag for first base will NOT be
used in ISC or ISC- II Championship play. President Dick Mason
elaborated: It is felt that the double bag concept is designed more for
recreational play and would likely create a more hazardous situation at the
ISC level of play than would remaining with the single first base
bag. There is no consistency in the double bag rule between ASA, Softball
Canada, and ISF. Thus our players and umpires would all have to adjust to
another set of rules and our experience is that serious collisions at first
base have not been a problem in ISC tournaments. He added that, If Area
Tournaments or Travel Leagues must use the double bag due to local field
owner requirements, they are free to do so. However, the double bag will
not be used in any ISC Championship tournaments.
** Teams Base of Operations - - - The ISC Executive Committee has been
granted the right to approve (or to disapprove) any given teams declared
base of operations (city and state/province)
